Housing Counseling and Downpayment Assistance Program
This program provides low to moderate income households with the resources to become a successful homeowner. These resources include education and financial assistance needed to purchase a home.
The CAA administers the Community Housing Improvement Program (CHIP) for the Cities of East Liverpool, East Palestine, Salem, and Columbiana County. The CHIP funded programs provided downpayment assistance in the amount of 10% of the sales price and additional funding is available to assist with repairs that are needed on the home.
The CHIP program is available to income eligible households that do not currently own a home and are credit worthy of receiving a loan from a local lender. Funding is provided on a first-come, first-served basis and is contingent upon funding availability.
In addition the CHIP program, CAA also administers the Ohio Housing Trust Fund program. This program provides downpayment and closing cost assistance to income eligible households that are First Time Homebuyers.
All participants receive one-on-one housing counseling. The housing counseling covers topics such as: budgets, credit analysis, debt-to-income ratios, lender underwriting criteria, real estate agent roles, predatory lending, benefits and responsibilities of homeownership, insurance products, mortgage products, inspection tips, purchase agreements, closing costs, and home maintenance.
